heres How to do it "Start -->RUN ---> REGEDIT
Then traverse the registry
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system]then Edit these
"LegalNoticeCaption"="enter your notice caption to show"
"LegalNoticeText"="enter your legal notice text to show"
